Experience:

As Partner and Federal Sector Lead, Shea is responsible for the company’s federal partnering engagements, legislative affairs, and market awareness. Ms. De Lutis works with federal project stakeholders to implement partnering programs and supports goal alignment, issue and risk identification and resolution, and decision- making and communication processes. She supports federal agencies efforts to enhance their partnering programs, scale them for universal utilization, and successfully implement stakeholder partnering on their projects.

Shea’s multi-faceted experiences in the construction industry contributes to her understanding and appreciation of different perspectives. A civil engineer by education and a problem solver by nature, she has served as a construction project manager, support of excavation engineer, field inspector, business developer, market sector analyst, pursuit champion, and director of government affairs. She has worked much of her career with the federal sector and understands the challenges unique to this stakeholder community.

Actively involved in the real estate and construction industry, Ms. De Lutis currently serves in a national leadership role with the Associated General Contractors of America (AGC) as a member of the national Board of Directors and Chair of the Federal and Heavy Division. In this capacity, she champions the mission to develop and advance planning, procurement, and construction best practices through enriched channels of partnership and communication between industry and federal entities. Shea is also active with the Society of American Military Engineers and Federal Real Property Association
